About Joy

In many ways, Joy Touliatos is a reflection of the American dream. The daughter of Greek immigrants, her parents came to America with the hopes of starting a better life for their children. It was in Memphis where they opened their family’s Greek restaurant, the Fairview on Parkway, and where Joy worked throughout high school and college in order to pay for her education. Joy graduated from the University of Memphis with her Bachelor of Arts Degree and then began pursuing her career in public service.

Joy Touliatos has worked for Shelby County Government for over 20 years, starting at an entry level position and eventually working her way up to becoming a Chief Administrative Officer. Joy was elected Juvenile Court Clerk in 2010 and was reelected in 2014, defeating two-well known Democrats. Through experience, Joy knows how to make the necessary cuts in county government; down to the paperclip.

Joy served as Chairman of the Lausanne Collegiate School Alumni Board and is a long standing member of the Shelby County Republican Party, previously serving on the Steering Committee. She is a member of the Shelby County Republican Women’s Club and an associate member of the Shelby County Republican Women of Purpose. She is a member of the Variety Club and the Salvation Army.

Joy’s faith is one of the most important parts of her life. She is an active member of the Annunciation Greek Orthodox Church, served as Parish Council Secretary, and serves on the board of the church’s Women’s Philanthropic Group. She met her husband at church, and she and her family play a big part in organizing the annual Memphis Greek Festival.

Joy and her husband Steven live in Bartlett with their dog named Governor.
